John A. Solarczyk has been a public finance banker for
the past 15 years. Prior to joining Chilton and Associates
in 2008, John worked to help develop his prior firm from
a start-up into a major player in the California municipal
bond market. John has completed hundreds of transactions,
raising billions of dollars of financings for municipalities
throughout California.
John has extensive experience
developing complex plans of finance for issuers incorporating
the use of a wide variety of debt instruments, including
tax allocation bonds, certificates of participation,
pension obligation bonds, utility revenue bonds and
multifamily housing revenue bonds. John’s experience includes
extensive experience with both tax-exempt and taxable
bonds, as well as fixed interest, variable and auction
rate bonds. John has also completed several transactions
involving the use of derivative products, including interest
rate swaps, forward starting swaps, and an interest rate “collar”.
John has provided extensive investment banking services
for two of the most active municipal issuers in the
State, the cities of Long Beach and Pomona. In Pomona,
John has completed 30 issues of municipal bonds, with
a total par amount in excess of $500 million. These
transactions have included redevelopment bonds, water,
sewer, and land based debt. For the City’s General Fund, John
has completed pension bonds and several lease financings.
For the City of Long Beach, John completed several large
negotiated senior managed transactions, including a $200
million tax allocation financing in 2005. John has been
intimately involved in the City of Long Beach’s
tax increment financings since 2002.
In addition to Long
Beach and Pomona, John recently completed financing
for cities including Los Angeles, San Diego, Commerce,
Huntington Park, Norwalk, and Artesia. John also recently
completed a tax-exempt financing for the Gemological
Institute of America (GIA) in Carlsbad which included
the use of variable rate bonds and two interest rate
swaps.
Mr. Solarczyk graduated cum laude with a Bachelor
of Arts in Business Economics from UCLA in 1994. He
holds the Series 7, 63, 52 and 24 licenses from F.I.N.R.A.
(formerly the N.A.S.D.).
